At the meeting the commission reviewed a revised Administrative Policy & Procedure (APP 41) covering employment and services for people with disabilities and voted to recommend the amended version to the town manager for implementation.
The policy packet included a redlined copy and an edited 2025 version that modernizes language — for example, changing 'employment services for disabled persons' to 'people with disabilities' — and clarifies how the town will communicate the policy to the public. Commissioners amended the communication language to read broadly as "public postings and notices" rather than calling out newspapers or the website specifically.
Jess Porter, assistant town manager and HR director, said the policy was last revised in 2011 and that the new draft aims to "use more modern and inclusive language" and to align the town's personnel policies across APPs.
Peter Nolley moved to accept APP employment and services for people with disabilities as amended; the motion was seconded and approved by voice vote. Commissioners asked that once the town manager finalizes the APP, the updated policy be posted to the town website — Porter said the old version is currently on the site and the town will replace it after approval.
Why it matters: the APP clarifies municipal practice for recruiting, posting job notices and communicating accommodations for applicants and employees with disabilities. The commission framed its role as an advisory reviewer; APPs are implemented by the town manager.
The commission did not change substantive obligations in the draft but recommended the broader, inclusive phrasing for outreach and urged staff to ensure the updated policy is posted accessibly on the town website.
