Cumberland council adopts amended fee schedule for Diamond Hill Park lodge

The Cumberland Town Council approved Ordinance 2504B on April 2, 2025, adopting a revised fee schedule and use rules for the lodge at Diamond Hill Park.

Council members said the ordinance adds prime and nonprime season rates, differentiates resident and nonresident fees, and sets weekday/weekend distinctions. The council also approved two substantive administrative edits: removing an example phrase that referenced “a local nonprofit” from the residents/organizations clause, and limiting intermittent use to no more than four events per year without separate council approval. The ordinance also bars using the facility for resale or sublease to third parties.

Councilor Boyle, who summarized the ordinance to the full council, said the Parks and Recreation Commission provided a rate-finding report and unanimously supported the proposed rates at one of its meetings. The council debated and voted first to replace the previously labeled version (2504A) with the 2504B text and then to approve the ordinance as amended.

The council voted 7-0 to approve Ordinance 2504B. The motion to replace the earlier version was moved and seconded on the record; the subsequent motion to approve as amended carried unanimously.

The ordinance applies to scheduling and fees for the lodge at Diamond Hill Park; it clarifies who may request resident rates, restricts intermittent users to a defined annual cap without council approval, and prevents facility rentals from being used for commercial resale or third-party subleases. The council recorded the changes as textual edits in the ordinance (new text highlighted in green in the circulated draft).

The council opened and closed a public hearing on the ordinance during the meeting and heard no public testimony. With the vote, the fee schedule and the accompanying administrative rules will take effect as set out in the ordinance text.
