Commission approves fair-housing outreach contract amid concerns about federal funding

Broward County commissioners voted 8-0 April 1 to approve an agreement with Housing Opportunities Project for Excellence, Inc., to provide fair-housing outreach and education in the county.

The contract was the subject of public comment from Michael Rainer, who identified himself as vice chair of the county’s Human Rights Board. Rainer told the commission that the federal Department of Housing and Urban Development (HUD) had cut funding to some national fair-housing organizations and that the county’s share of expected grant support “is not there.” He said that, without federal training and enforcement dollars, local protections could face erosion.

Rainer said, “The county is currently still enforcing its Fair Housing Act, but it's only a matter of time until things start to hit us here locally, I fear.”

Commissioners debated the item briefly. Commissioner Nan H. Rich urged continued county commitment to fair-housing work and confirmed the county was exploring ways to ensure planned events proceed despite federal funding uncertainty. Patrice Baldino, identified in the meeting as a county director, said through county management that the Fair Housing Month event scheduled for April 8 was going forward. Baldino told the commission, “The fair housing event is still scheduled to occur next week. I think it's April 8. It is going forward.”

The motion to approve the contract passed unanimously, 8 to 0. The public record and meeting materials list the contract party as Housing Opportunities Project for Excellence, Inc.; the county did not provide a detailed funding breakdown during the discussion and no HUD commitment was presented on the dais.

Why this matters: Broward County enforces local fair-housing protections and runs outreach programs to educate residents and landlords about prohibited discrimination. Public testimony highlighted that local programs may face pressure if federal training and enforcement funding is reduced, a point commissioners said they would monitor.

The commission moved the consent agenda earlier in the meeting and then took up item 14 (the housing outreach agreement) after the consent vote; the contract vote was recorded as 8-0 in favor. County staff said additional materials related to board appointments and bios were provided for other agenda items but did not provide a written HUD funding commitment tied to this contract during the discussion.

The county administrator and Human Rights Division were asked to report back if federal funding shortfalls require changes to the county’s planned outreach schedule or budget.
