Personnel Board approves draft articles for annual town meeting, to include classification updates

The Concord Personnel Board voted Feb. 12 to approve two draft articles to present at the town’s annual meeting: one to ratify board actions taken during the year and a second to present the updated classification and pay plan.
Jess, assistant town manager and director of human resources, said the second article will reflect position moves, additions and deletions shown in red on the draft pay chart and that the CMLP finance reclassification approved earlier in the meeting would be added before submission. She said the packet will be updated and forwarded to the town-meeting team.
Board members asked whether the personnel bylaw required the classification plan to be presented to town meeting; staff pulled up the bylaw and read that the personnel board “shall review and approve the classification plan and present the plan to town meeting.” The board agreed to approve the draft articles but discussed checking with town counsel or select-board staff if there were outstanding procedural questions; one board member suggested conditional approval if town council review showed the presentation was unnecessary.
A motion to approve the draft articles as amended to reflect the CMLP change passed by recorded vote. Staff will file the updated articles by the Feb. 18 deadline cited in the meeting.
