City approves state cost-share agreements for Queen City and Manns dams and accepts land donation for East Broadway riffle

At its April 15 meeting the Dickinson City Commission approved multiple state cost-share agreements for dam safety work and accepted a land donation tied to replacement of the East Broadway Dam with a rock riffle.
The city will enter into a cost-share agreement with the North Dakota Department of Water Resources for an emergency action plan (EAP) for the Queen City Dam; the DWR will reimburse 80% of the EAP cost up to nearly $100,000 with the city share reported at about $24,992 and the total project near $125,000. Commissioners also approved a separate DWR cost-share agreement for a Queen City Dam risk assessment: DWR will reimburse 60% up to $21,738, leaving the city's share at $14,492.
For Manns Dam, the commission approved a DWR cost-share agreement to complete a feasibility study addressing safety concerns. The agreement reimburses 75% of the study up to $77,592; the city's share was listed at $25,864. Staff said the feasibility study was recommended in pre-conference meetings with the Bureau of Reclamation and noted possible changes to adjoining golf course features depending on outcomes.
Separately, the commission accepted a warranty deed donating three parcels of land adjacent to the Heart River and west of Sixth Avenue Southeast. City engineering staff said the donated land is required for construction of the rock-riffle structure that will replace the East Broadway Dam. The deed was reviewed by the city attorney before the commission vote.
What happens next: barr Engineering has been selected through a competitive process to perform the EAP, risk assessment and feasibility work pending final contract execution. Staff said the cost-share agreements and contract awards were included in the 2025 CIP and funded through gross production tax.
