The Climate Action Committee spent the bulk of its meeting reviewing the natural resources section of the Town of Concord climate action plan. Members who had met with town staff and local conservation groups reported a mix of completed steps and items that need further work, particularly around measurement, outreach and forest management.
Committee volunteers reported that the sustainable landscaping handbook, a three‑part seminar series for landscapers and residents, and a seed‑exchange program at Fowler Library were completed or underway. At the same time, several committee members said the town website, the handbook text and online resources have not been updated in years and would benefit from edits and clearer links to current rebate and incentive programs (for example Mass Save rebates and other electric‑equipment incentives).
On metrics, the committee examined the plan’s chosen indicator for landscaping — residential water use per capita — and found it “noisy.” The transcript review cited a 2020 baseline of 66.5 gallons per capita per day, a 2030 target of 65 gallons, and a four‑year rolling average (through 2023) near 63.75 gallons per person per day. Committee members cautioned that the water metric does not capture irrigation on farms or golf courses and is sensitive to precipitation and other factors, meaning it may not be a reliable single indicator of landscaping progress.
Forest management and monitoring were a recurring concern. The committee heard from conservation‑oriented volunteers and the Minerva Action group about the potential to use satellite data, drones and sample plots to track tree canopy and forest health over time. Minerva Action suggested matching small on‑the‑ground samples with aerial data to build a repeatable assessment, and members noted ecological challenges such as deer browse that can limit forest regeneration and change species composition.
Members also discussed development pressures: the Forest Ridge proposal and other large projects will remove mature trees and increase impervious surface, and committee members said tree loss and parking design choices (above‑ground vs. underground) have long‑term impacts on carbon sequestration and local ecosystems. The committee suggested updates to the climate action plan to clarify what a “forest management plan” would cover (municipal lands vs. conservation lands vs. private parcels) and recommended assigning a champion or small subteam to finalize edits and gather missing quantitative details.
Next steps included updating the sustainable landscaping dashboard and handbook, collecting and attaching staff and subteam summaries to the minutes, considering a satellite/drone monitoring pilot in partnership with local students or Minerva Action, and identifying a committee member to shepherd the natural resources section through edits and follow‑up.
