Council adopts eighth FY2025 budget revision to cover capital projects and grants

The Farmington City Council unanimously approved Resolution 2025‑1986, the eighth revision to the fiscal year 2025 budget, adding revenue and appropriation authority for capital projects, grants and other adjustments.
Jim Cox, the city’s chief financial strategy officer, presented the adjustment, saying the net requested revenue increase was $409,195 and the requested increase to expenditures was $1,726,604. Cox told the council the largest single expenditure covered work on the solar and battery storage project for the electric utility and that other notable items included the purchase of two IBM i‑series servers and the acquisition of two adjacent parcels at 107 West Maple Street.
Cox explained that several increases are funded from grant awards or other revenue offsets. He also noted the budget will use available cash balances for certain previously approved items, including $900,000 tied to the awarded contract for the solar/battery review and approximately $265,900 for the Maple Street property acquisition.
The resolution also includes $150,000 contributed by Visit Farmington toward phase 1 of the Story Farmington exhibit at the Farmington Museum, and a reconciliation of senior‑center and other grants.
Councilor Roberts moved to adopt Resolution 2025‑1986; Councilor Chiquino seconded. The council voted by voice and Mayor Decatur announced the motion carried.
The resolution will be submitted to the state as required for approval of the budget amendment.
