Several Palatine committees acted April 14 on capital and financing items that the council then approved on the evening consent agenda.
Infrastructure staff briefed the Infrastructure and Environment Committee on the sewer rehabilitation program for 2025, which the staff member described as slip-lining roughly one mile of sewer. The project was competitively bid and staff recommended awarding the contract to the low bidder, identified in the meeting transcript as "Hair Construction," at an amount within the project budget. The committee voted in favor of the award and the item was placed on the council consent calendar with a recorded committee “aye.”
At the Business, Finance and Budget Committee, staff presented an ordinance to reserve private activity bond volume cap for mortgage-assistance programs. The staff member explained the program’s intent: to keep local allocation available for mortgage assistance and to avoid returning capacity to the state. The committee approved the ordinance and the committee recommendation was forwarded to the council.
Later in the evening the full council voted to approve items two through twelve on the consent agenda by roll call; the mayor and council recorded “aye” votes and the consent agenda passed. Committee minutes and staff reports recorded that a minor development amendment for 60 North Bothwell was referred back to staff from the Community and Economic Development Committee earlier in the evening.
Why it matters: The sewer rehabilitation contract is a routine capital-maintenance project that preserves infrastructure; reserving private activity bond volume cap preserves a financing tool that can reduce borrowing costs for qualifying private activity (for example mortgage assistance) and keeps that capacity available for local programs.
Looking ahead: Staff will administer the sewer rehabilitation contract, and the mortgage-assistance program will be promoted more widely to lenders and realtors so eligible homebuyers can access the benefit.
