The Select Board held an executive session at the start of its Feb. 3 meeting to discuss the potential transfer of the wastewater treatment plant located at the Massachusetts Correctional Institute–Concord to the Town of Concord.
At the beginning of the meeting the chair announced that the executive session would address “the wastewater treatment plant located at the Massachusetts Correctional Institute Concord facility from the Commonwealth of Massachusetts” and that open discussion could have a detrimental effect on the town’s negotiating position; the motion to enter executive session passed by roll call. Later in the public meeting the town manager said staff are preparing a response to a letter from the state’s Division of Capital Asset Management and Maintenance (DCAM) regarding the transfer and that the town hopes to draft a reply within a week or two; the manager said the deadline for a related action is Feb. 24.
No substantive public record of the executive-session discussion was read into the public record; the public meeting record notes only that the board met in executive session for the stated negotiation purpose and then returned to open session. Staff said they will prepare a letter to DCAM as part of the next steps.
