Council approves pay and classification study contract; staff recommends Evergreen Solutions

The Jacksonville Beach City Council voted April 7 to award a contract for a pay and classification study and authorized the mayor and city manager to execute the resulting agreement.
Kimberly Bennett, the city’s director of human resources, told the council the city issued an RFP to 14 firms, received seven proposals, and that a staff committee recommended Evergreen Solutions, which previously conducted the city’s 2019 study. Bennett said Evergreen Solutions has completed more than 1,400 similar studies, including over 200 in Florida.
Councilmember Golding asked why the recommended price was $5,000 higher than the 2019 study; Bennett said inflation and differences in the current scope (the firm will not write job descriptions this time) likely account for the increase. Councilmember Horn noted the proposal documents included fringe benefit and overhead language and said the city’s price is all-inclusive.
Councilmember Janssen moved to award RFP number 02-2425 to Evergreen Solutions (the staff recommendation). A roll-call vote approved the motion unanimously. The council then authorized the mayor and city manager to execute any contract resulting from the RFP; that motion also passed unanimously.
The meeting record shows the motion carried on roll call with all councilmembers and the mayor voting yes. Bennett said the vendor completed the city’s 2019 study and that staff’s prior experience with the firm contributed to the recommendation. The final contract amount was not specified during the meeting.
