Recorder outlines fee modernization bills, property-fraud alert rollout and digital service gains

Recorder Carolyn told the Board on April 1 that two proposals to modernize recorder fees are in the legislature and that Linn County will launch a property fraud alert signup this month.
Carolyn said House File 328 was scheduled for Ways and Means on Thursday and that House File 633 was under consideration with amendments and had not been scheduled. She said the county has coordinated with information technology to allow online boat renewals for people who received a mailed renewal notice and that the office will launch a property fraud alert and title-theft campaign with an initial release scheduled for April 3.
Office statistics provided by Carolyn showed continued increases in recordings and customer services: 2,792 real-estate documents were recorded in March (about 400 more than March 2024), and the office sent 9,358 boat renewal notices with 5,830 renewals returned (63% of notices). Passport services rose sharply: the office accepted 709 new passport applications in March compared with 377 in March 2024 (a 188% increase), 584 passport photos were taken and 81 renewals assisted.
Carolyn also said her office reorganized customer flow—moving passports across from the elections office—and is updating signage to improve service. She noted the Board of Supervisors vacancy process was underway and that a final appointment meeting for District 2 was scheduled for the day of the board meeting.
No vote occurred; these were operational updates and status reports for the board and public.
