CRA authorizes resolicitation for redevelopment of 101 West Main Street after prior proposals were incomplete

The Community Redevelopment Agency authorized staff to resolicit redevelopment proposals for 101 West Main Street by releasing a new request for proposals and reissuing the notice of intent to dispose as required by CRA statutes.
Staff said an earlier market outreach in January 2024 solicited letters of interest and led to negotiations and a notice of intent to dispose. That process narrowed to two proposals; one respondent provided incomplete information, another withdrew, and the remaining offers raised concerns. Staff recommended starting a fresh RFP process incorporating lessons learned to solicit complete and competitive submittals.
Board members discussed process choices: some said the earlier steps functioned similarly to an RFP while others argued an RFP should have been issued earlier. Staff said they had added evaluation requirements to the notice of intent to dispose that mirrored an RFP but agreed a formal RFP is the appropriate next step. The board voted 5-0 to authorize resolicitation.
Staff told the board two of the prior submissions that progressed furthest were a mixed-use multifamily development and a hotel; staff expect some previous respondents to resubmit and anticipate new interest as well.
