Consultant Yvette Mangalo and Rebecca Lefkowitz summarized edits consistent with the other district plans — clarified statutory role language, a date-certain expiration for the East Side plan (Sept. 30, 2045), added TIF revenue projections and a neighborhood impact element — and noted one substantive difference: following East Side neighborhood discussion, the recommendation for advocacy of a low-barrier homeless shelter was removed from the East Side draft. The item remains in the Urban Core and West Side drafts for board consideration.
Board members and staff discussed whether omitting the recommendation would limit future options; staff replied that adding or removing a use would require the plan amendment process if circumstances or boundaries change, and that any expansion of CRA boundaries or future feasibility studies could reexamine such options.
The board voted to submit the East Side plan and the motion passed 5-0 on the recorded roll call.
