The Community Redevelopment Agency authorized staff to submit the proposed 2025 amended and restated West Side Community Redevelopment Plan to the planning board for review under Chapter 163.3604, Florida Statutes.
Consultant Rebecca Lefkowitz reviewed changes similar to the Urban Core plan: clarified CRA statutory role and funding activities, a date-certain expiration (West Side: May 23, 2037), added district-specific TIF revenue projections, a neighborhood impact element and two added bullets to affordable housing incentives to include supportive housing and design compatibility with neighborhood character. The West Side draft also added a recommendation to study feasibility and long-term operations for an expanded downtown circulator.
Resident James Gulley asked why certain streets (H Street) were recommended for sidewalks instead of other locally prioritized streets such as J Street; staff said transportation consultants identified priority corridors and acknowledged overlapping priorities and grant applications. Gulley also said he voted against the draft at the West Side CRA board until implementation strategies and feasibility were vetted; staff said the implementation guide in the packet would be refined after adoption.
The board approved the submission; the recorded vote was 5-0 in the meeting after one member departed.
