Homestead council approves Local Housing Assistance Plan, appoints William Ray to Housing Authority

The City Council of Homestead on April 8 unanimously approved a resolution adopting the city's Local Housing Assistance Plan required under the State Housing Initiatives Partnership (SHIP) program and authorized city staff to submit the plan to the Florida Housing Finance Corporation.
City staff told council the plan must be submitted by May 2 for the city to be eligible for SHIP funding this fiscal year. "In order to qualify for and be eligible for funding this fiscal year, we need to get this wrapped up by no later than May 2," a city staff member said during the meeting.
Council also voted to fill the final vacancy on the Homestead Housing Authority Board by appointing William Ray. The appointment motion was moved by the vice mayor and seconded by Councilman Cannonball and carried by voice vote.
Background and process Council staff described prior meetings where background information on the SHIP program had been discussed and said the council will make appointments to an advisory committee for affordable housing at a subsequent meeting. The resolution on the Local Housing Assistance Plan authorizes the city manager to execute necessary documents and certifications subject to legal review and to submit the plan to the Florida Housing Finance Corporation for review and approval.
Outcome The council recorded unanimous affirmative roll-call votes on the Local Housing Assistance Plan resolution. Council members recorded as present and voting in the roll call include Councilmen/women Cannonball, Davis, Roth, Avila, Vice Mayor Fletcher and Mayor Lawson. The appointment of William Ray was approved by voice vote during the special-call business portion of the meeting.
