The application was accompanied by a city‑administered traffic study and a site plan that remains pending administrative approval.
Hearing and testimony Opponents (Quay 109 LLC and several nearby residents) argued the adjustment would concentrate vehicular activity near the Bay Park boat‑launch access and a children’s play area, create additional u‑turn movements on Boulevard Of The Arts, increase pedestrian conflicts and rely on a traffic analysis they said was incomplete or based on out‑of‑date assumptions. The appellants presented a traffic reviewer (Mohsen Salehi) who testified about trip generation assumptions and pedestrian/cyclist counts. Residents described on‑street congestion and safety concerns at key peak times during Bay Park events.
The applicant (KT Sarasota Bay) and staff presented the planning and engineering rationale for the adjustment. City engineering and the city’s retained traffic reviewer (ADAS) had reviewed project circulation, and engineers demonstrated turning templates for emergency vehicles and delivery truck movements. City staff and the applicant argued the change would reduce total curb‑cut widths and pedestrian/vehicle conflicts on the primary street, and the u‑turn pattern recommended would manage left‑turn conflicts and maintain access for emergency vehicles.
Decision After questioning and rebuttal, the commission voted to affirm the Planning Board’s approval of adjustment 25ADP‑04. The motion carried 4–1. Members voting to affirm noted that the Planning Board had considered the adjustment criteria and that the city engineering review supported the circulation plan; the dissenting commissioner cited unresolved neighborhood safety concerns and urged additional design refinements.
Actions and next steps The commission’s affirmation will be memorialized in a resolution for the record. The approval affects the adjustment only; the site plan itself remains subject to separate administrative review.
