St. Clair County Commission approves bids, personnel moves and grant applications; enters executive session

The St. Clair County Commission on March 11 approved a series of routine and administrative measures including roadwork contracts, personnel changes, small capital or grant actions and a vote to enter executive session to discuss real property.
County Engineer Dan Dahlke reported ongoing road work, upcoming projects and a list of contract recommendations. The commission awarded public-works sealed-bid contract 2025-29 for crack seal work on multiple roads to Remac Incorporated (low bid $107,908.60). Dahlke said the work covers about 27.7 lane miles.
The commission approved a proposed paving agreement with the Kelsey Board of Education for repair in the area near Carl's Softball Field, estimated at $5,500, and authorized a $7,230 underwater bridge inspection contract with a commercial diving firm to inspect three county bridges. Dahlke also briefed commissioners on other paving and resurfacing work planned in the county.
Personnel and staffing actions approved included promotions and hires recommended by engineering staff: Jeremy Cambra to automotive service worker/fuel attendant, Rich Lisonbee to a sign-sheath position, and Jennifer Tizmoore to a backhoe crew position. The commission also ratified retirees' resolutions for road department staff and recorded multiple board-level appointments and travel approvals in the minutes.
The commission accepted a $17,000 FY25 certified emergency management salary supplement subaward for county emergency management staff and approved a $60,000 grant application to the Daniel Foundation of Alabama for RV parking and a horse-walking trail, to be submitted by Asset Management; the application was approved and the county will accept the award if granted. Commissioners also approved a $5,000 campaign with Partners by Design for tourism/quality-of-life advertising (language amended to remove a monthly-invoice requirement so payment timing would be administrative).
Other administrative actions included awarding a timber-harvest proposal to Steve Timber Company ($7,859.42), approving surplus and disposal of county equipment and trailers (to be handled via govdeals.com or GovDeals), a two-year NordVPN subscription for forensic investigation (pending county attorney review), and reimbursement of $162.52 from an inmate welfare fund for that NordVPN subscription.
The commission approved two retail liquor licenses (Bootleg Liquor and Jabo's Country Store), authorized payment of regular bills, and voted to enter and return from an executive session to discuss potential purchase, sale, exchange or lease of real property; no final decision was reported publicly at the close of the meeting.
