Supervisors sign off on proceeding with repaint and siding repairs at Poor Farm livestock barn; lower quote lacks repairs

Dave Curtis, Johnson County facilities director, briefed the Board of Supervisors on April 2 about proposals to repair and repaint the historic livestock barn at the Poor Farm campus.
Curtis said he solicited pricing from CertaPro, the subcontractor already contracted to paint the county kitchen, and from Young's Painting. "So went ahead with that price, came in at just under 29,000," Curtis reported for CertaPro's quote, noting that quote included replacement of roughly 80 siding boards that are rotten. Young's Painting provided a lower quote of about $17,000 but would only perform painting and would not perform siding replacement, Curtis said.
Supervisors and facilities staff discussed paint longevity, past work and exposure differences between the barns. Curtis said the livestock barn originally was painted as part of a broader building program completed around 2019 and that failures on some siding appeared due to insufficient priming and long-term weathering.
Curtis recommended awarding the full repair-and-paint scope to CertaPro so the barn and kitchen painting would be coordinated and use the same materials. Supervisors supported placing the recommended contract on the formal meeting agenda next week so work could proceed with kitchen painting planned to start in two to three weeks.
Supervisors also asked staff to research prior contractor records to determine who performed the earlier paint work; staff agreed to check procurement and email archives and to ask Facilities and maintenance staff.
Ending: Curtis will present a formal contract authorization next week; no formal award was executed during the work session.
