County staff recommend CertaPro to repair and repaint Poor Farm livestock barn; formal approval set for next week

Johnson County facilities staff told the Board of Supervisors on April 2 that two bids were received to repaint and repair the historic livestock barn at the Poor Farm, and recommended the board authorize the larger, comprehensive bid to address both paint and rotten siding.
Facilities Director Dave Curtis said he solicited a price from CertaPro, the painting subcontractor working on a county kitchen project, and found the firm could also replace about 80 rotten siding boards. “So went ahead with that price, came in at just under 29,000,” Curtis said, describing CertaPro’s full repair-and-paint proposal.
The nut graf: Young’s Painting provided a lower painting-only quote of about $17,000 but does not do siding repair. Curtis and supervisors said the county needs both painting and siding replacement and recommended using the contractor that can do the whole job; the facilities director will place a formal award on next week’s consent agenda.
Curtis said Young’s Painting’s bid covers paint only and would not address the rotten boards identified during the onsite walk-through. Supervisors noted the dairy barn and other Poor Farm buildings have held paint well and discussed how exposure and interior finishes may have affected earlier paint longevity. Several supervisors asked staff to check records to identify the contractor who painted the barn in 2019; Curtis said he would follow up with county facilities staff and legacy files.
Supervisor discussion focused on ensuring long-term value from the work. One supervisor said matching contractor and materials with the kitchen repainting made operational sense. With heads nodding, Curtis said he would put a CertaPro contract on the formal meeting agenda for the board to approve and expects painting to start in the kitchen within two to three weeks.
