Board members said the revised charge incorporates historical context (1921 and 1952 references) and the most recent personnel bylaw changes approved at town meeting on April 29, 2024. The board asked staff to remove the fiscal-year label “FY ’25 and beyond” under goal headings and to replace it with a non-date-specific heading (for example, “Personnel Board goals and initiatives”) so the document will remain useful across fiscal cycles. Members also advised adding a brief paragraph explaining the town manager/Select Board goal alignment is optional context and need not be detailed in the charge.
During the packet review, members requested that hyperlinks to governing documents be embedded correctly in the PDF and that the final charge include a revision history (original date plus subsequent revision dates) so readers can track the document’s evolution. Staff agreed to place today’s date on the final revision, add hyperlinks, and circulate a final one-page version for signature and posting.
The board also reviewed the HR annual report draft and asked HR to add one short paragraph describing progress on the Munis conversion, to expand recruitment text to show how many recruitments were seasonal versus permanent, and to include promotion-from-within statistics where feasible. The board discussed presentation timing at town meeting and confirmed that the annual report is a statutory document used by residents and the select board as part of the town’s annual reporting cycle. No other bylaw changes were proposed at the meeting.
A motion to approve the revised Personnel Board charge passed by voice vote and was recorded in the meeting transcript; the board then adjourned.
