The City of Nogales on Feb. 5 formally welcomed two department heads and confirmed its city manager in separate actions and ceremonies.
City leaders administered oaths for Jessica Valencia, who was sworn in as the city’s parks and recreation director, and Kenneth Lareba, who was sworn in as fire chief. Both took the oath at the council meeting and offered brief remarks expressing commitment to their roles. Valencia said she grew up in the community and looks forward to expanding parks and recreation offerings; Lareba said he and his department are part of a broader team serving the city.
Later in the meeting the council voted to appoint Joe Kramer as city manager and approved his employment contract effective immediately. The city attorney noted the charter allows a limited period for acting appointments and confirmed the contract meets charter and code requirements. The attorney also said one contract amendment will be added to confirm continued insurance coverage is subject to insurer approval. The council indicated satisfaction with Kramer’s performance while acting city manager and directed staff to finalize the written contract.
Councilmembers congratulated the newly sworn leaders and welcomed their stated priorities, including park upkeep and department coordination. Council asked staff to follow up on several park-related requests raised during the meeting, including lighting and playground improvements.
