Council approves rezoning to clear nonconforming lots in local subdivision

The Pinetop Lakeside Town Council on April 2025 adopted Ordinance No. 25-483 approving Zone Change Z-92, changing several parcels from RLO to R12 (single-family residential, 20,000 square feet per dwelling unit). The ordinance rezones approximately 6.3 acres comprising multiple APNs to legalize zoning and allow issuance of building permits for lots that staff said were nonconforming under current mapping.
Jeremiah, a town staff member presenting the item, said the town is acting as the applicant to correct what he described as a mapping error or legacy issue that left multiple lots unable to meet development standards. He told council that the Planning and Zoning Commission unanimously approved the change in February. "All of the properties in question at least meet the half acre minimums," Jeremiah said, and the change would bring them out of legal nonconforming status.
Councilor Heisler moved to adopt the ordinance; the motion was seconded and carried unanimously by hand raise. The motion text recorded in the meeting lists the ordinance number and the APNs affected: "APNs 3,115,025 B, 3 1 1 5 0 0 2 5 c, 3 1 1 5 0 0 2 5 d, 3 1 1 5 0 0 2 5 e, 3 1 1 5 0 0 2 6 a, 3,150,026 B, 3,150,026 C, 3,150,085, and 3 million 1 hundred and 50 thousand and 80 6." The council did not provide additional map exhibits or dates for recordation during the meeting.
Staff said a similar, separate rezoning application is expected to come forward within about a month.
