Committee reaffirms capital projects list; reserve study funds available, Lizard Acres work expected to start in June

Committee Chairman **** Rhodes reminded members that the three capital items on the agenda had already been reviewed and forwarded to the governing board and that the items remain unchanged. Rhodes emphasized the projects were anticipated in the reserve study and funded from reserves: "This is a lot of money. There's a lot of money. There's over a million dollars that, is, has been on our reserve study for this equipment," he said, adding, "We have the money. We don't have to go borrow it from anywhere."
Gary Zarek confirmed there were no changes to the capital improvement projects list and said staff expect to begin work in spring 2026 on the listed projects, with one previously considered oiling machine purchase remaining on the list but not advanced at this time. "Nothing has changed as far as the capital improvement projects. They are all the same, as of this time...we are excited to get these projects possibly started in, the spring of 20 26," Zarek said.
Separately, committee member Mr. Kleckner asked for an update on Lizard Acres construction and closures. Zarek summarized recent staff briefings, saying the earliest current schedule anticipates a mid-June construction start "as long as the architect and everything in the city has blessed and approved everything," and that the work would likely take about three months. "Obviously things could go wrong or right or move it up but he's comfortable with the June and it will be about a 3 month process to get it done," Zarek said, referring to a manager's meeting update and work by staffer Carl on blueprints.
Rhodes and several committee members stressed that the reserve study and prior budgeting had anticipated these capital needs and that the organization had the funds on hand to proceed without borrowing. The committee did not record a formal motion or vote on funding or contracting at this meeting; committee members noted the governing board had already received the committee's prior recommendations.
