The Town of Florence Planning and Zoning Commission on April 3 reconsidered and then approved the preliminary plat for the planned unit development known as Anthem at Merrill Ranch (PZ-24-37), a project located east of Felix Road and north of Hunt Highway. The commission first voted to reconsider its March 20 denial and then voted to approve the preliminary plat, each action passing 5-0.
The vote followed a staff review and an explanation of the reconsideration procedure. AJ (Community Development Director) read the action form explaining that only a commissioner who voted with the prevailing side on March 20 could move to reconsider, and that a majority vote at the next meeting was required to reopen the prior decision. Attorney Cliff Matisse reminded the commission that, if reconsidered, the item would return to discussion rather than open as a new public hearing.
Commissioner Woolley moved to reconsider the March 20 denial, seconded by Commissioner Lehman; that motion passed 5-0. After re-opening the item, staff reiterated its recommendation for approval with four conditions listed in the staff report and asked that any approval motion include those conditions. Pulte Homes’ counsel Carolyn Oberholtzer told the commission, “we are happy to answer any other questions you have, but yes, confirm that all are acceptable.”
Commissioner Lehman moved to approve PZ-24-37 with the staff conditions; Vice Chair DeRosa seconded. The motion carried, 5-0.
The record at the meeting indicates the approval is subject to the four conditions contained in the staff action form; the text of those conditions was not read into the public record during the segments captured in the transcript. Staff and the applicant also referenced related documents in the project file, including the development agreement and a subsequent land-use agreement that govern infrastructure commitments for the area.
Chairman Frost thanked the Pulte team for attending and for the work they are undertaking in the community: “Pulte team, thanks. It’s good to see you. And thanks for, what you’re doing to make our community better and for we we look forward to good things.”
No additional procedural steps or timelines were specified on the record at the April 3 meeting for final engineering approvals, building permits, or construction start dates.
