General plan: staff proposed section‑by‑section study sessions Community Development staff told the commission the town’s general plan (adopted 2022) requires periodic review and that staff plans to present an annual implementation report to council in May. Staff recommended working through the plan section‑by‑section in commission work sessions so members can identify technical corrections, gaps or larger land‑use changes the commission might recommend to council. Commissioners asked for hard copies to review and suggested a rolling schedule of study sessions rather than a single, large work session.
Notification radius: draft ordinance expected in April Staff said it is drafting an ordinance that would increase mailed/property‑owner notification radii for larger projects (for example, sites roughly 20 acres or greater) and would ensure adjacent parcels and HOAs receive notice; staff confirmed smaller projects would likely retain the 300‑foot notification radius used now. A draft ordinance and comparative research on peer jurisdictions are expected for the commission’s second April meeting.
Impact fees: fees, uses and timing Staff summarized that Florence currently charges impact fees for police, fire, parks and transportation; fees are collected at building‑permit issuance. Staff said the town’s fee schedule was updated in 2024 and noted that a formal impact‑fee study (a nine‑month process leading to council adoption) is required to change those fees. Commissioners asked whether multifamily or large developments could prepay impact fees in lump sum; staff said Florence’s schedule collects fees at building permit issuance but said staff would provide more background on practice and timing.
Other brief items In the director’s report staff said the town has new final plat applications under review and flagged upcoming items that will come before the commission, including a conditional use permit for Desert Rock Church (neighborhood meeting tentatively April 10, commission/council in May) and PUD/annexation activity for Skyview Farms and Dobson Farms.
