Committee renews five‑year license with New Haven Parking Authority for air‑rights parking area

The City Services and Environmental Policy Committee on April 3 renewed a five‑year license agreement with the New Haven Parking Authority to operate the air‑rights garage that provides parking and loading near the Yale Medical Campus and the Connecticut Mental Health Clinic.

Michael Buscatelli, representing the parking authority, told the committee the agreement continues an existing partnership in which the parking authority operates city‑owned facilities, runs the loading docks and supplies parking capacity for employees of nearby institutions. “The agreement with Under Era… we built this parking lot under the air rights garage, and then there’s the loading dock for the hospital,” Buscatelli said, describing the facility and its operational purpose.

Under terms described at the meeting, the parking authority operates roughly 200 stalls under the air‑rights structure and returns a pro rata share of revenues to the city; the recorded city share identified in the presentation was approximately $60,000 per year under current rates. The committee confirmed the new agreement is a five‑year renewal with an option for an additional five‑year extension under the contract’s terms.

The license was moved and seconded in committee and approved without further amendment. Committee members said they have received few complaints about the facility and commended the parking authority for its stewardship and operations.

No public testimony was offered on the item during the meeting’s public comment period; by rule the renewal will be administered as an administrative contract and subsequent renewals will not return to the Board unless specific amendments are proposed.
