PURA approves nearly $2 million in PEG and education-technology grants

The Public Utilities Regulatory Authority approved a decision on April 9, 2025, allocating nearly $2 million in grants from the Public Educational and Governmental Programming and Educational Technology Investment account ("Pegpedia") to support public-access programming and educational-technology projects across Connecticut.
Authority staff attorney Elizabeth Tanaka said, "the authority allocates nearly $2,000,000 in grants from the public educational and governmental programming and educational technology investment account, also known as Pegpedia." The awards include just over $990,000 for 33 public educational and governmental (PEG) grants and just over $990,000 for 81 educational-technology investment (ETI) grants, for a total of 114 grants.
The grants are intended to "help increase the quantity and quality of public educational and governmental programming available in Connecticut," Tanaka said, and ETI grants are aimed at improving students' access to technology and advancing the legislature's education-technology goals. Because statutory caps apply to the two grant types, some recipients were told they may need to scale down project plans and complete smaller versions of proposed projects.
The authority set specific compliance and reporting deadlines for award recipients. By May 2, 2025, all recipients must submit a completed agency vendor form and a Form W-9 by email; PEG grant recipients must also file a completed PEG grant production agreement by the same date. By May 15, 2026, recipients must file copies of receipts or paid invoices for purchases made with grant funds and a completed Pegpedia award compliance form. Unused grant funds must be returned to the PURA business office by May 15, 2026.
The decision was moved and seconded and adopted by roll call. Commissioner Michael Karen voted yes, Commissioner David Arconti voted yes and Chairman Marissa Gillette voted yes.
The panel then approved its consent calendar (items 1–26) by roll call with the same three affirmative votes. The meeting adjourned after the actions; the authority said it will reconvene for its next regular meeting on Wednesday, April 23, 2025, at 9 a.m. by remote teleconference.
