Sayreville zoning board grants one-year extension for Insight Development site plan to allow water-main relocation

The Sayreville Zoning Board of Adjustment on Jan. 22, 2025 approved a one-year extension for Insight Development Partners’ preliminary and final site plan approval for application 22-02 to allow relocation of a 24-inch water main and completion of related engineering work.
Attorney David Persaud, representing Insight Development Partners, told the board that the project originally received approval in April 2022 and required a number of outside agency approvals. He said approvals from the New Jersey Department of Environmental Protection and Middlesex County agencies have been received, but the applicant still needs to complete engineering tied to relocating a 24-inch main owned by Middlesex Water Company. “It’s a $1,200,000 relocation,” Persaud said, adding that the formal relocation agreement was received late last year and plans are now being prepared to meet the water company’s specifications.
Persaud also said prospective tenants and lenders have expressed concern about the approval expiration date; the applicant asked for a one-year extension to provide additional certainty while final engineering and financing are completed. A board professional reported that the outstanding conditions of the board’s resolution have been addressed and that there were no objections to granting the extension.
Board members voted to grant the one-year time extension; the board indicated the extension will be memorialized at the board’s February meeting. The applicant and the Middlesex Water Company must complete the required engineering reviews and plan submittals before work can proceed.
Why it matters: relocating the water main is a multiagency, technical undertaking that the applicant said requires design revisions and coordination with Middlesex Water Company before construction can start. The extension gives the developer more time to finalize plans and secure financing and tenant commitments.
