Castle Rock board reviews Chapter 15 amendments to widen demolition review, tighten approvals and expand grant eligibility

Castle Rock’s Historic Preservation Board on an open meeting reviewed a package of proposed amendments to Chapter 15 that would change how the town evaluates demolitions, neighborhood notice and meeting requirements, approval timelines and eligibility for local restoration grants.

The discussion centered on four main changes: expanding demolition review to a 50‑year standard within the historic downtown area, clarifying demolition‑review criteria and an economic‑hardship analysis, standardizing neighborhood meeting requirements to one pre‑application meeting (with staff able to require more if controversy arises), and shifting some local restoration grant eligibility to include contributing — not only landmarked — properties.
