Moscow — IBB members discussed concerns about non‑classroom certified staff (counselors, librarians and other certified employees without a defined preparation period) covering classroom supervision and what, if any, substitute pay they should receive.
The current negotiated language pays certified staff $25 for a full preparation period they miss; that structure does not cover many counselor and librarian schedules because those employees may not have a defined prep period. Members reported instances where counselors or librarians supervised groups in emergencies or when a teacher was temporarily absent; the group discussed whether those employees should be asked to cover, and if so, what compensation is fair and administratively feasible.
Options raised included: (1) do not ask non‑classroom certified staff to substitute except in dire emergencies; (2) pay non‑classroom certified staff up to the equivalent of one class period (capped) when they cover a classroom; (3) limit substitute pay to one preparation‑period equivalent per day; or (4) continue current practice but gather data on frequency and scale. Participants noted differences between classified staff, certified staff and substitutes and that district practice varies by building and by shortage conditions.
IBB members asked administrators to gather more information from membership and from building administrators (how often it happens, where it happens, and whether staff volunteer or are asked). The group agreed not to finalize any change without that data; members will return options at a future meeting after soliciting feedback from teachers, classified staff and building leaders.
Next steps: administrators will collect data on the frequency and circumstances of non‑classroom certified staff covering classrooms, circulate options to membership, and bring recommendations back to the IBB for consideration and possible policy language.
