Acting City Engineer Mike Garman said the TIA supported full (all‑turn) movements at the site and identified required mitigation: construction of a dedicated right‑turn lane at the Wallapai Mountain Road and Eastern Street approaches to the site and participation by the developer in the fair‑share cost of a future traffic signal. “There’s actually two turn lanes that are being warranted,” Garman said, explaining one lane would serve the site access and the other would serve the westbound movement on Wallapai Mountain Road to prevent traffic backup onto Eastern Street.
