Subcommittee receives update on state water legislation; major bills stalled this session

City staff told the subcommittee that Representative Gwen’s bill regarding the Big Chino Subbasin had been placed on hold after stakeholder meetings and that other stormwater and groundwater measures the city had been tracking showed little movement by the late committee deadlines. Staff said some bills of interest had been amended or removed, and noted that certain funding proposals (for example, a farm irrigation efficiency fund) may be pursued as line items in the state budget even if the enabling bill did not pass.
Staff highlighted bills still worth monitoring, including legislation on rural groundwater governance, supply and demand assessments, and a water technology study committee. The presentation stressed that many measures move slowly or are amended through committee processes, and that the city will continue to work with legislative partners and associations to refine future proposals.
No action was taken by the subcommittee; staff said they will continue to monitor legislation and report back as bills evolve.
