• Resolution 2025-018 — Approved. Intergovernmental agreement with Cochise County Tourism Economic Council (CCTEC) to participate with Benson, Wilcox, Bisbee and Douglas on cooperative tourism advertising and to pursue the Arizona Office of Tourism Rural Ad Coop (50% match up to $50,000). City staff said Sierra Vista will act as administrative agent; the agreement was already approved by the Cochise County Board of Supervisors on Jan. 28, 2025.
• Ordinance 2025-001 — Approved. Amendments to Chapter 94 (Parks and Recreation) to incorporate the Sierra Vista Golf Center at Pueblo Del Sol into the parks code definitions and to update noise/amplified‑sound rules so amplified sound used for speeches or music can be allowed at park locations other than Centennial Pavilion. Staff noted the golf course itself remains regulated under Chapter 93 (noise) and is not designated as a park in the proposed amendments. The Parks and Recreation Commission recommended approval.
• Resolution 2025-019 — Approved. Proceedings of the Industrial Development Authority (IDA) regarding issuance of tax‑exempt and taxable educational facility revenue bonds for Flagstaff Junior Academy Project, series 2025, in an aggregate principal amount not to exceed $15,000,000. The city and IDA representatives clarified there is no pledge of the city's credit; bonds are payable from the school's credit.
