RCSC creates bylaws working group; board debates member inclusion and name release

The Recreation Centers of Sun City board told members it has formed a bylaws working group to review motions submitted by members and to recommend changes to the bylaws. The group replaces the prior ad hoc/legal affairs structures the board said had lapsed.
Secretary Keis said the board labeled the group a "working group" to permit a focused review of member-submitted motions outside formal committee rules and that the board asked the working group whether it would consent to releasing its members' names. "My reluctance in in giving out the names of the working group is that I'd rather let them to be able to do their jobs and to do the important business of of reworking our bylaws without being subject to possible the possible grief that we're going that we go through," Keis said. He added the board will follow the working group's majority decision about releasing member names.
Several members criticized the decision to exclude people who had submitted motions to the annual meeting from the working group, saying that those members had demonstrated knowledge by drafting motions and should be part of the review. Susan Bjork and Bill Pearson urged clearer communications about why the group is called a working group, who it reports to and whether forum-style input will be available. Board members said they had reached out to prospective volunteers and that not all who were invited accepted; Director Gray said the board has tried to include members willing to serve.
Members also pushed for better disclosure about the group's remit and for the board to use community expertise. Bill Pearson and others referenced the former legal affairs committee and encouraged the board to accept pro bono help where liability issues allow. The board noted there are legal and liability limits on accepting professional work as unpaid advice on designs or binding legal changes.
The board said the working group will review member-submitted motions and consult legal counsel where needed; it did not outline a formal schedule for bringing recommendations back to the full board. Several members asked for regular communications describing the group's scope and progress.
