RCSC board directs bids for Riverview golf maintenance facility, adds climate‑controlled mechanics area

The Recreation Centers of Sun City, Inc. (RCSC) board voted to seek contractor bids to replace the existing Riverview Golf Course maintenance area with a new maintenance facility and enclosed outdoor storage yard, and it added a requirement that the mechanics area and several staff spaces be climate controlled.

The board’s long range planning recommendation authorizes bidding for an approximately 6,200‑square‑foot steel building with four rolling bay doors, climate‑controlled restrooms, a break/meeting room, the superintendent’s office and a mechanics area; the rest of the facility was specified as not climate controlled. Directors also amended the plan to add a second door/access for mechanics and to explicitly list the mechanics area among the climate‑controlled spaces. The amended motion passed its second reading with eight votes in favor and one abstention.

The measure moves the project from concept to the procurement stage by authorizing the preparation of bid documents. Long range planning said the design will be based on the South Golf Course maintenance facility but that architects will update the layout to reflect site conditions at Riverview and current civil requirements.

Board members and staff said the current Riverview maintenance compound is deteriorated and that a new facility will protect equipment, reduce long‑term repair costs and improve worker safety. Director Collins told the board the existing buildings are “a series of shacks” and called the project “essential … for the health of our workers.” Golf senior leader Brian Douthu and facilities senior leader Mike Whiprude participated in the discussion, describing the South facility as a template and noting adjustments may be needed for Riverview’s footprint and civil work.

During debate directors raised worker‑safety concerns about heat exposure and operational efficiency. Douthu recommended a separate, climate‑controlled mechanics area and asked for an additional access door so mechanics can move equipment in and out without disrupting ongoing work. The board’s amendment spells those items out in the bid direction.

Next steps: RCSC staff will prepare bid documents and solicit contractor proposals. The board did not set a construction start date; any schedule will depend on bids, funding approvals and follow‑on budgeting decisions.
