The resolution (RFP 2025-15) funds street outreach and case management services for individuals experiencing substance use and homelessness. Council members praised the “boots-on-the-ground” outreach model but pressed administration and the vendor on metrics, prior performance and how limited contract funds will be used between now and June. One council member voted against the award, citing unresolved questions about capacity and reporting; the final roll call showed the resolution adopted 6-1 with one absence.
Administration officials said the vendor has operated outreach efforts locally and that the contract will begin with a short-term term through June with a defined scope of outreach, referral and placement services. Members asked for weekly or monthly reporting and clearer milestones tied to placements, housing referrals and program exits.
The vendor and administration agreed to provide a written plan showing how funds will be spent and to meet with council members to review outcomes after three months.
