Clifton council appoints Kathleen Tullosy as city clerk; names Megan deputy clerk

The Clifton City Council voted to appoint Kathleen Tullosy as city clerk and approved a deputy clerk at a special meeting the council held after an executive session.
Council members moved to select a city clerk in closed session under New Jersey Statute NJSA 10:4-12, then returned to public session and put the selection to a roll-call vote. The council approved the appointment of Kathleen Tullosy by a 6-1 vote. Councilwoman Sejicula cast the lone no vote, saying she did not believe the candidate resided in Passaic or Essex County and that the hire could conflict with terms in a previously referenced NAACP settlement agreement: "I am voting no because I do the I don't believe this applicant, resides in Passaic or Essex County. And according to the NAACP settlement agreement, I don't believe this hire is with in in regard is in, agreement with that settlement. My vote is unfortunately no." The mayor and the other council members voted yes.
The council then appointed a deputy clerk, identified in the meeting as Megan, by unanimous 7-0 roll-call vote.
The council began the meeting with a legal-advertisement special-meeting notice published in the Herald News in February 2025 that stated formal action may or may not be taken. The clerk-selection item had been discussed in closed session; the council disclosed the public votes after returning to open session.
The appointments were presented as personnel selections made following the closed-session discussion; no further formal conditions or implementation dates were stated in the public record during the meeting.
