Facilities condition index updated; Waccamaw HVAC and St. James Middle systems among top projects

Committee members received the annual facilities condition index (FCI) update March 24 and a preliminary capital improvement project list to guide the district's May budget request.
Joe Birch, a facilities staff member, said the FCI was updated to reflect projects completed through the end of 2024, revised square-footage cost assumptions and one additional year of component aging. Birch said staff added a new status column to the FCI so committee members can see whether projects are planned, funded, underway or complete.
Birch emphasized that the FCI is one tool among several used to prioritize work — others include work-order volume and known operational issues — and that staff typically prioritize projects that prevent a facility from dropping below an 80% threshold in the index. He identified several preliminary capital improvements expected to appear on the May budget list: a full design and permit submission for a Waccamaw Elementary HVAC replacement; replacement of St. James Middle School cooling towers, boiler and pumps that Birch said are about 36 years old and beginning to fail; replacement of nonfunctional outside-air units at Myrtle Beach Primary and a nonfunctional auditorium outside-air unit at Conway Middle; and plans to relocate eight modular classrooms from River Oaks to a site referred to as PD in the fall and to purchase eight modular classrooms at Tenants Middle.
Staff said more detailed budget numbers will be presented in May. Birch also updated the committee on the district's indoor GIS effort: the district has received converted building files for roughly 39 of 57 schools from Esri and its contractor and aims to have all schools loaded and operational by the start of the next school year in August. Patrick, a staff member, and the team have begun testing dashboards for capacity and forecasting.
Neil James thanked staff for shrinking the red and yellow portions of the FCI and expanding green-rated facilities. Birch said he will bring detailed budget items back in May as the district prepares next year’s capital improvement budget.
