Kershaw County board approves application to seek federal Title I–IV funds

The Kershaw County School Board of Trustees on April 8 voted unanimously to authorize district staff to apply for federal Title I, II, III and IV funds for the 2025–26 school year.
The vote gives the district permission to submit applications now using last year’s award amounts as placeholders because the U.S. Department of Education has not yet released 2025–26 allocations. Board member Dr. King moved the approval and board member Miss Furnace seconded; the motion passed on a unanimous vote.
Superintendent Dr. Goodwin and district staff told the board the dollar figures in the memorandum are last year’s amounts and therefore approximate. Mr. Hopkins and Mr. McMatthews, district staff members who presented the item, said the district does not yet know whether the federal government will distribute the funds the same way this year or if the state will receive a block grant and reallocate funds to districts.
District staff summarized the main uses of the programs included in the application.
“Title I is funds that come down for our students in poverty. All of our elementary schools and all of our middle schools currently are served out of our Title I funds,” a district presenter said. “Title II is professional development funds. Title III serves our multilingual learner population. Title IV addresses school safety, student health and technology.”
Board members asked whether a future increase in the federal award would require a second vote; presenters said no additional board vote would be required if the dollar amount changes upward after allocations are announced.
The memorandum and the board approval do not obligate the district to specific spending beyond the standard assurances that accompany federal applications; the actual amounts and program plans will be finalized once the state and federal allocations are received.
The board then moved on to other agenda items, including a budget update and personnel matters.
