Thomas Maynard, Senior Vice President of Business Development for GPEC, said the organization is the regional economic development entity serving 22 cities and two counties; roughly one‑third of GPEC’s funding comes from those municipalities with the remainder from private sector investors.
Brian Smith, an economic development program manager, said that through February of the fiscal year GPEC activity has helped create more than 2,700 jobs regionwide, 436 of which located in the City of Phoenix, and more than $1 billion in capital investment, including about $250 million in Phoenix. He told the subcommittee that over the past five years GPEC‑assisted locates produced more than 12,000 jobs regionally and $36 billion in capital investment.
Staff framed the contract as an investment with measurable returns: Smith said the city has seen a direct fiscal return of $149 for every $1 spent on GPEC over the past five years, producing $600 million in city revenues and $3.86 billion in total economic activity attributed to GPEC projects. Mackey said the requested city contribution for FY 2025–26 is $831,362, equating to a per‑capita rate of $0.48 among regional member cities.
