Phoenix council: votes at a glance — shelter payment, HIV outreach funding, ceremonial street, Rio land and other measures

Phoenix — The Phoenix City Council on March 26 approved a series of ordinances, resolutions and contract actions affecting city sheltering, public health outreach, public art and land acquisition. Most items passed unanimously; one lease amendment was continued for additional review.

- Item 64 — Terminal 4 lobby retail solicitation (Sky Harbor Airport contract award). Staff described the package as a single pre-security retail location; the winning proposer committed to local small-business participation and to airport workplace standards. Airport representatives said the site requires a substantial build-out and that a 10-year term reflected industry practice for amortizing capital. Outcome: approved, roll call 9-0.

- Item 67 — Extension of the Small Business Enterprise program (procurement). Council extended the city’s small-business procurement program and noted more than $555 million in construction dollars awarded to certified firms since the last extension. Outcome: approved, roll call 9-0.

- Item 69 — Rio Reimagined Third Street (Rio Salado) pedestrian and bicycle bridge contract. Council approved the construction contract and heard public testimony urging bicycle access and a stronger downtown connection. Outcome: approved, roll call 9-0.

What council members emphasized

- Street stewardship: Several council members noted the city’s roughly $200 million accelerated pavement-maintenance program and said new utility work must protect pavement quality.

- Community and workforce protections: Council members and labor representatives pressed for preconstruction contractor disclosures and enforcement mechanisms so neighborhoods can identify responsible parties and the city can act on repeat noncompliance.

- Public health and equity: Council praised the Fast-Track Cities funding to sustain HIV/AIDS outreach and education, and members emphasized the continuing public-health need after a recent rise in diagnoses.

Next steps

Staff will implement contract terms and administrative follow-ups for several items: the Brycon payment will close out the Navigation Center project at that site; staff will update procurement and oversight forms related to fiber deployments (Item 60); and the council will rehear the Christown LLC ground-lease amendment on April 9 for more detailed review.
