Greene County board adopts capital asset policy after audit recommendations

Greene County Solid Waste Management District board members voted to adopt Resolution 2025-01, a new capital asset policy establishing dollar thresholds and rules for listing property, equipment and improvements.

The board said the policy responds to recent audit recommendations. The policy sets thresholds including a $5,000 threshold for buildings, improvements and major repairs or additions; a $1,000 threshold for equipment; and a requirement to list construction work in progress. Once signed, the policy will be forwarded to the county auditor’s office and placed in the district’s records.

Board members said parts of the asset listing were already compiled last year — photos of equipment and other records — but the resolution formalizes thresholds the state board expects of political subdivisions. Marvin explained that the policy is intended to bring the district “into better compliance with state board compliance requirements” after a recent audit.

The board approved the resolution by voice vote after a motion and second. The presiding officer said the policy is a one-off adoption unless the board later decides to change the thresholds.
