ND Public Service Commission approves minutes, promotes 811 safe-digging month and announces next meeting

Bismarck — The North Dakota Public Service Commission approved its previous meeting minutes by voice vote at the April 10, 2025 special meeting and used opening remarks to highlight public-safety and commission engagement items.
The commission unanimously approved the minutes after a motion and second. The presiding commissioner moved approval of the previous minutes; a second followed and commissioners voted “aye.”
Commissioner Haugen Hafford used the meeting to remind the public that North Dakota law requires anyone conducting an excavation to notify 811 at least two business days before digging; she noted that utility markings are valid for 21 days after they are placed. “My biggest fear is to have a damage, that results in big damage or more importantly, a loss of life,” Commissioner Haugen Hafford said, urging residents and contractors to call 811 before starting work.
Haugen Hafford also said she had been elected to serve on an advisory council at New Mexico State University that supports the utility-rate school many new utility commissioners attend; she described the role as an educational advisory position and said she was honored to serve.
Commissioner Kringston summarized recent outreach, saying the commission recently held two cases and three hearings while traveling to Underwood, Parshall and Stanley to hear company presentations and public testimony.
The commission announced its next meeting will be a special commission meeting scheduled for Tuesday, April 22 at 10:00 a.m. and recessed to take questions from the press.
