House committee amends HB 1845 to remove e-signature language until system is ready

Representative Mike Holcomb of District 93, who presented the amendment, said the bill as originally drafted made e-signatures available to consumers in sections 9 and 10 even though the electronic system is not yet ready. "It's just not available yet and we're striking that language from the bill until it is available," Holcomb said.
Holcomb said the change merely tracks the current state of the technology; he added that "DFNA has ... made arrangements to make it available," as stated in committee. The committee heard no questions and no public testimony against the amendment before members voted to adopt it. A chair-ruled voice vote was recorded as passing.
The amendment was presented as a technical fix rather than a policy change; committee members did not debate alternate text or propose additional amendments during the discussion. No ordinance, statute, or administrative citation was read into the record during the item. The committee moved the amended bill forward by voice vote.
