The Glendale Planning Commission on March 27 voted to forward a recommendation to City Council for a Minor General Plan Amendment (GPA24-02) and accompanying rezoning to a Planned Area Development (ZON24-02) for a 39-acre property south of 90th Avenue and Ballpark Boulevard.
Planning staff described the proposal as changing the site’s land-use designation from Business Park to Entertainment Mixed Use and rezoning the property from Agriculture to PAD to facilitate a pedestrian-oriented, high-density, mixed-use development. The site is adjacent to existing and planned entertainment uses (Topgolf, Andretti indoor karting) and mixed commercial and industrial parcels. Staff said the PAD does not include a full development plan at this stage but establishes entitlements and development standards to allow multifamily housing, hotels, retail, hospitality and employment and to support a sports-and-entertainment district.
Staff reported notification letters and a virtual neighborhood meeting with one attendee. The PAD narrative (Envision Encore PAD) dated March 14, 2025 was cited as the governing document for conformance. Staff concluded adequate utilities exist and that no traffic impact analysis was required at this stage; prior to site development an administrative review will determine off-site improvements if needed. Stipulations include substantial conformance with the Envision Encore PAD narrative, dedication/half-street requirements determined at design review, and connection to a regional lift station per an existing agreement with the City of Glendale.
The city was the applicant and offered no additional presentation. The commission voted to recommend approval of both the General Plan amendment and the rezoning; the recommendation will be forwarded to City Council for final action.
