Council hears plan to seed North Area hangar development; airport apron reconstruction estimated at $7.5M

Lake Havasu City’s airport projects were a highlight of the CIP presentation on April 10, with staff describing a multi‑year runway and apron program and a plan to create infrastructure that would allow private hangars to be developed.
Public Works Director Ron Fagan told council the airport parking apron reconstruction will be a staged, three‑fiscal‑year project estimated at just over $7.5 million and will rely on FAA and ADOT grants for much of the cost; the city’s local match is expected to be relatively small. Fagan also described a North Area Hangar development plan that would install infrastructure — taxi lanes, utilities and apron — to enable private hangar construction. He said there are currently “over 120 folks on a waiting list for hangar space.”
City Manager Jess Knudson framed the hangar work as a seed‑investment strategy to encourage private development that will, over time, generate revenue and reduce the airport’s net subsidy. Knudson and Fagan said staff would continue to work with potential private partners to determine financing models (sale or lease of hangars) and to bring more detailed project scopes and potential revenue scenarios back to council before large construction work begins.
Council members asked staff to return with more detailed cost and revenue estimates and with a plan that indicated the expected payback or lease‑rate scenarios for private hangar development.
