Council adopts public education plan to begin 2026 general plan update; consultant contract noted

The Lake Havasu City Council adopted a public education plan on April 8 to guide outreach for the city’s 2026 general plan update.

Staff said Arizona law requires a public education plan as part of the general plan update process, and the city has contracted with Logan Simpson Design Inc. to assist in the update. Jeff Tyneman, the city project lead, introduced consultant Terry Hogan of Logan Simpson, who presented the outreach strategy and schedule. Hogan described questionnaires, steering committee recruitment, public workshops and a 60-day statutory review period before the plan moves toward planning commission and council hearings.

Council member Nancy Campbell moved to adopt the public education plan and Council member Cameron Moses seconded. The motion passed 6-0.

During questioning, council member David Diaz asked whether Logan Simpson had other work for the city; staff and consultant representatives said the Logan Simpson contract was for the general plan update only and that the January contract amount was $225,000. Terry Hogan said the project timeline allows for public workshops, technical advisory committee input, and a steering committee selected through an open application process. Bruce Meehan, Logan Simpson’s CEO, and other consultants were introduced during the presentation.

The adoption clears the way for outreach including questionnaires, drop-in events, online resources and targeted engagement with legislative and technical advisory groups. Staff said the project website and initial questionnaire are live and that the city will return with updates at future council and commission meetings as the plan moves through the statutory review and ballot phases.
