Council seeks clarity on Main Street Commons funding after construction came in under budget

Lake Havasu City staff told council on April 10 that the Main Street Commons project has been completed largely with outside funding and that the budget book needs narrative updates to reflect the current status.
Public Works Director Ron Fagan and City Manager Jess Knudson said construction costs were covered primarily by a combination of ABC contest winnings, a $1 million Arizona State Parks grant and roughly $700,000 in WIFA grant funds. Knudson said the project spent about $2.7 million on construction and about $400,000 on design.
“There's savings that we realized,” Knudson told council, adding staff expects roughly $900,000 in carryforward from earlier allocations. He said Arizona State Parks has indicated there is potential for an additional $500,000 grant if the city pursues it, and that private donations from two local organizations — described in the budget book as commitments of $200,000 each — could be available should council choose to add amenities such as restrooms or a concession building.
Vice Mayor Michelle Lynn and other council members pressed staff to correct inconsistent numbers between last year’s adopted budget book and the current CIP worksheets; staff acknowledged the narrative and some figures needed revision. Fagan said the CIP listing currently shows project stages (design, construction or complete) and that staff will update the book text and funding summaries to reflect actual grant awards and carryforwards.
Council direction: staff will update the CIP narrative and funding descriptions for Main Street Commons and bring clearer documentation of grants and carryforwards to upcoming budget workshops so council can decide whether to allocate remaining funds to additional amenities.
