The Goodyear City Council took a series of formal actions on Feb. 24. Below are the key votes and short summaries of each item approved by the council.
• Consent agenda (Items 3–8) — Passed 7-0. The consent agenda included approval of minutes, an intergovernmental agreement with the City of Phoenix for use of fire apparatus, adoption of Resolution No. 2025-2447 (finding public necessity to acquire interests for McDowell Road improvements), an intergovernmental agreement with the Arizona Department of Transportation to provide the city access to the Arizona crash information system, Resolution No. 2025-2448 (finding public necessity to acquire interests for Estrella Parkway and Ballpark Village Boulevard improvements), and authorization of expenditure for CIP Project No. 3015 (Fire Resource Management Facility) to begin the design phase.
• Authorization for CIP Project No. 3015 design expenditure (Fire Resource Management Facility) — Passed 7-0. Staff clarified the action was to grant expenditure authority to begin design work; no construction budget amendment was requested at this time. City Engineer Steve Cento explained the request was for design-phase authority; construction funding will come later.
• QuikTrip use permit (land use) — Passed 7-0. See separate article for details.
• Ordinance establishing city auditor and audit committee (Ordinance No. 2025-1628) — Passed 7-0. See separate article for details; council authorized recruitment funds and directed staff to begin hiring.
• Resolutions amending Citizens Water Advisory Committee bylaws and temporarily assigning the committee to review solid waste rates (Resolutions No. 2025-2449 and 2025-2450) — Passed 7-0. Staff said the committee agreed unanimously to take on review of solid waste rates to provide public input as the city begins a new municipal rate study that covers water, wastewater and solid waste.
• Vantage Data Centers comprehensive sign package amendment (campus monument sign and sign reconfiguration to match revised site plan) — Passed 7-0. Staff recommended approval after Planning and Zoning review; the amendment allows an additional campus monument sign at the southeast corner of Bullard and Van Buren aligned to the final approved site plan.
All items listed above were adopted by unanimous vote unless otherwise noted. Staff provided brief explanations on each item during the meeting, and councilmembers asked technical and scheduling questions on CIP-related items and sign placement.
