Council holds public hearing on FY2026 CDBG annual plan; staff to return with final plan for May 5 submission to HUD

The City of Goodyear held the public hearing required to collect comment on its draft fiscal year 2026 Community Development Block Grant (CDBG) annual plan on March 24.
Christina Pantetescu, Community Partnerships Program Manager, reviewed the five‑year consolidated plan guidelines that limit CDBG expenditures to activities that principally benefit low‑ and moderate‑income persons and outlined eligible activity categories: community facilities and improvements, public services, program administration, affordable housing, and economic development. She summarized previous years' projects funded through the entitlement: LED streetlight installation in a North Subdivisions neighborhood (FY22), remodel of the domestic violence New Life Center child care space (FY23), and an adaptable playground at Palmonteer Park in historic Goodyear (FY24).
For FY26 the draft plan recommends reserving up to 20 percent of the entitlement for program administration and up to 15 percent for the Southwest Valley YMCA early learning center teacher salaries and construction/equipment to improve classroom age appropriateness and capacity. Pantetescu said the city does not yet know the final FY26 entitlement amount from HUD, so staff used adaptable percentage allocations in the draft pending the federal allocation and any congressional action affecting HUD entitlement levels.
The public hearing period for the draft plan closes April 10; staff will incorporate comments and return to council on May 5 to request formal authorization to submit the final annual plan to HUD, with a submission deadline of May 15 to meet HUD timelines. Pantetescu said, if approved and accepted by HUD, funds would generally be available after July 1.
